Yorkshire and the Humber: Social Partnership for Improved Health 

Within Yorkshire and the Humber there are 36 Trusts. The Social Partnership Forum is made up of 22 representatives within its executive group, with managers and staff side from 6 NHS trusts, 4 union bodies and the regional Strategic Health Authority.

The framework reflects the recommendations made by the National Partnership Forum to include the addition of a new category of staff who are employed by an organisation that is ‘affected by change’ as a result nationally prescribed organisational reforms (including Primary Care Trusts and the Strategic Health Authority).

Social Partnership for Improved Health Summit 2011 - Developing and Sustaining Partnership Working through Change

The 2011 Summit explored:

  • The impact of the new architecture on partnership working
  • Reforms associated with the Health and Social Care Bill
  • How partnership working can support QIPP

Key issues discussed:

1. National Partnership Forum updates on national progress and priorities

2. How the '10 Partnership Behaviours' defined within the 2008 Summit have influenced partnership working within the region

3. Current examples of partnership working programmes from NHS organisations in Yorkshire and the Humber

A review of the achievements made by the Yorkshire and the Humber Social Partnership Forum since it was established can be viewed here.

The 10 Behaviours of Successful Partnership Working model which displays the high impact behaviours which should be utilised to promote greater outcome success in Partnership working within NHS Organisations.   The model identifies that all behaviours impact on each other and should be realised to have the optimum beneficial effect and is designed to be used in conjunction with the Partnership Behaviours Audit Tool. 

Staff Health and Wellbeing good practice examples from Yorkshire and the Humber NHS organisations.  These examples of wellbeing programmes and key contacts from the region were identified through the Regional Wellbeing Champion’s role in assisting organisations develop a local staff wellbeing strategy.

Staff Health and Wellbeing good practice ideas presented in PDF poster format for use in local discussions and brainstorming exercises for promoting staff wellbeing.  The posters can be viewed here.

The Partnership Behaviours Audit Tool to assist your local partnership group assess its current effectiveness with the ten behaviours of partnership working was developed by the Yorkshire and the Humber Social Partnership Forum following the 2008 Summit.  A link to the Audit Tool and instructions can be viewed here

Yorkshire & the Humber Social Partnership executive group

The Executive Group meet quarterly to discuss the key issues for which partnership working can take forward both local and national policies and initiatives.

The Forum also has developmental input for the design of large group events from the Associate Director of Organisational Development and Leadership at NHS Yorkshire and the Humber SHA.  This encourages broader engagement and creativity to enable a clearer focus for discussion on what really matters.

Partnership summits

Bi-annual Partnership for Improved Health Summits are held for Non Executive Directors, HR Directors and Union representatives from each of the NHS Trusts within the region. 

Claire Chapman (Director General of Workforce at the Department of Health) and other high profile keynote speakers have attended the partnership summits.

These themed events have provided a platform to share good practice in partnership working on a regional and national level as well as to engage with delegates in order to identify common experiences and generate solutions to challenges. 

A bulletin is produced after each Summit to highlight the important messages from the event, provide an overview of the outcomes as a result of the event and to summarise the evaluation from the event in terms of the learning that delegates can take back to their organisations.  This bulletin is published and a number of copies sent to each NHS Trust along with an electronic version to share within the organisation.

Key achievements of the Social Partnership Forum in 2008/09

  • Membership of Social Partnership Executive Forum now includes Chief Executive and Foundation Trust representation – still seeking an Acute Trust representative
  • Wide engagement across Yorkshire and the Humber – across the two initial Summits, over 170 people attended
  • Defined 10 Partnership behaviours and developed an audit tool for local use
    Developed a model for workforce planning – shaped national thinking and clarified roles and responsibilities
  • SPF Executive members involved with development around Healthy Ambitions
    Strengthened joint KSF network ensuring key links with E-KSF and ESR system – it’s focus has been sharing best practice, overcoming barriers and strengthening board level leadership
  • Developed a benchmarking tool for the staff survey
