Scope of the work
The remit of the staff passport work and sub-group is to review, define and agree standards across each of the six key employment areas in each element of the NHS.
The six employment areas are:
- Terms and Conditions (including pay)
- pensions including pensions portability
- trade Union representation
- employment practice and employment rights
- workforce planning
- education and training.
In addition to identifying and clarifying the standards the group aims to:
- identify and apply appropriate levers and mechanisms to support embedding of the standards that the group are defining
- identify and develop mechanisms for measuring and enforcing the standards
- communicate the standards to staff, trade union representatives, employers and commissioners
Progress
The group agreed the outcomes of the work in October 2008 and has been working to deliver them as follows.
We are currently discussing and drafting a document for staff, delivering NHS services, which sets out their rights under each of the six key areas for their different situations:
- working for an NHS organisation
- transferred to an organisation outside the NHS
- recruited to an organisation outside the NHS
The document is due to be published in May/June this year.
The group is inputting to and influencing a number of levers and mechanisms to support the staff passport standards. To date we have inputted to/influenced:
- social enterprise – right to request
- operating framework
- transforming community services
- standard contracts
- transaction manual.
Levers/mechanisms we will be discussing over the coming months include:
- world class commissioning
- NHS litigation authority
- Terms of Business document
- RoE regulations.
