Workforce implications of system reform and Transforming Community Services 

Through this work and the products developed the role of regional SPFs in engaging with and assuring this work has been made clear; Regional SPFs should ensure they are engaged with and assuring the reform process. 

Key documents are:

• Transforming Community Services - The assurance and approvals process for PCT-provided community services
• Procurement guide for commissioners of NHS-funded services
• Principles and Rules Cooperation and Competition (PRCC)

In order to clarify the processes set out in these documents the SPF has worked together to publish some supplementary advice contained in.

• Additional FAQs to clarify the process set out in the SHA Assurance Framework
• A letter (12 March) from Dean Royles, SHA representative on SPF to SHA Workforce Directors around engaging Trade Unions in Transforming Community Services
• A letter (24 March) from Nic Greenfield, Director of Workforce, DH to SHA Workforce Directors around workforce issues in Transforming Community Services.
